China Uncovers 200 Fraudulent Airline Pilots | Morrison World News


A security check on Chinese airlines has uncovered 200 pilots flying with falsified qualifications, it emerged on Monday.

The Chinese Civil Aviation Authority (CAA) began the wide-ranging safety investigation in the wake of last month’s air crash in Yichun, in which 42 people died.

Combing through the pilot records of China’s major airlines, officials discovered over 200 pilots who had falsified their qualifications, in some cases fabricating their flight experience.

A number of the pilots have now been suspended until further notice, the state media reported. the CAA is also planning to introduce a compulsory new set of exams for all flight staff and technical crew.

At least half the pilots with fraudulent records worked for Shenzhen Airlines, the parent company of Henan Airlines, which was involved in the Yichun crash.

The crash, when a Brazilian-made regional jet missed the runway at a small airport in the northern province of Heilongjiang, was China’s first major air disaster for six years.

China Express Air, an airline based in Guizhou province, was ordered to suspend all operations on September 1 after a near-crash triggered safety concerns.

American mechanics overwhelmingly reject tentative labor contract …

American Airlines’ mechanics rejected a tentative agreement on a new labor contract in voting Tuesday, setting up a potentially disruptive standoff between airline management and the workers.

the Transport Workers Union, representing AA’s 11,500 mechanics and related workers, said 6,071 members voted against ratification of the May 5 tentative collective bargaining accord, nearly double the 3,371 who voted in favor. the carrier’s 1,200 stores workers, also represented by TWU, additionally rejected a tentative contract by a 384-332 vote.

“American felt the tentative agreements reached with both groups represented the company’s best offer,” the company said in a statement. “We look forward to re-working the agreements in a balanced way that will achieve ratification.”

the airline’s 90 TWU-represented technical specialists voted to accept their tentative labor agreement with management by a 60-18 count. AA said those workers “will realize immediate financial gains.”

it said it will “continue working toward new agreements [with mechanics and stores workers] and will look to the [US] National Mediation Board for guidance on next steps with these workgroups.” the workers won’t be allowed to strike unless NMB officially releases the groups from negotiations, triggering a 30-day “cooling-off” period before a work action can commence.

TWU represents about half the airline’s 50,000 unionized employees including 10,600 fleet service workers, a group that reached a tentative agreement on a new contract in late May (ATW Daily News, May 31). while AA is hopeful that contract will be ratified, TWU leadership has cast doubt on whether the accord will win approval from rank-and-file members.

AA still remains far apart in negotiations with its pilots, represented by the Allied Pilots Assn., and is also in NMB-overseen negotiations with the Assn. of Professional Flight Attendants, which represents 18,000 AA cabin crew who have voted to authorize a strike. the flight attendants are seeking their release from mediated talks (ATW Daily News, May 5).

APFA said in a statement yesterday, “We applaud TWU’s mechanics and store clerks for standing in solidarity…they have recognized nothing can be accomplished with American Airlines other than through a struggle…we share their frustration and anger with American management.”

Delta Airlines Filed Permit Application for Additional Flight …

Delta Air Lines today filed applications with the European Commission and the U.S. Department of Transportation requesting permission to operate twice-daily year-round service between London’s Heathrow Airport and Boston, and daily year-round service between Heathrow and Miami.

Delta’s new service would benefit consumers by increasing competition among airlines and airline alliances between the U.S. and Heathrow, which is tightly restricted by airport slot restraints. The oneworld alliance, which includes American Airlines and British Airways, holds 47 percent of Heathrow’s takeoff and landing slots, while the Star Alliance, which includes United Airlines, US Airways, BMI and Lufthansa, accounts for 25 percent of Heathrow’s slots.

SkyTeam, whose members include Delta, Air France-KLM and Alitalia, holds only 5 percent of Heathrow’s slots.

“Delta’s new service would provide more choices and competition for customers traveling between these important U.S. cities and London, one of the most popular destinations in Europe for both business and leisure travelers,” said Glen Hauenstein, Delta’s executive vice president – Network Planning and Revenue Management. “Awarding these slots to Delta and SkyTeam would significantly enhance competition among the major alliances across the Atlantic.”

The slots for the new service are available following the U.S. and E.U. governments’ approval of an immunized trans-Atlantic alliance between American Airlines and British Airways. The government required the airlines to divest some Heathrow slots in order to enhance competition in the most tightly restricted markets.

If approved, Delta’s Heathrow service from Boston and Miami would begin March 27, 2011, and would be offered in cooperation with its trans-Atlantic joint venture partners Air France-KLM and Alitalia.

Boston is one of the largest markets between the U.S. and Heathrow, with more than 270,000 passengers annually. The route is popular with business travelers in the financial services and technology industries.

Delta, the second-largest carrier in Boston with 75 peak-day departures to 17 cities, would operate two flights daily to Heathrow, using Boeing 767-300ER aircraft equipped with 36 seats in BusinessElite and 180 in Economy.

Delta’s proposed Boston-Heathrow summer 2011 schedule:

As Florida’s largest carrier offering international service, and the second-largest carrier in Miami, Delta and its SkyTeam partners are well-positioned to enhance competition between Miami and Heathrow. If approved, Delta would operate one daily flight on the route using Boeing 767-300 aircraft.
